Tom Calver, sent to assess housing on the wrong side of the murk, asked to read his own file, and the man at the checkpoint desk explained why he could not:
"Protection and restriction are the same thing," Tom said.
"Often," said Mark Bell.
"You're telling me the second floor is dangerous so I won't want to go. And it might be dangerous. Both things are true."
"Both things are true. That's the difficulty. I can't prove my concern is genuine without letting you see the thing I'm concerned about, and if I let you see the thing, the concern becomes the thing I was concerned about."
