Nascenti tier classification does not remove goods from existence — it removes them from perception. From inside a lower-tier implant, a fully stocked shelf presents as empty space; the tins are present and priced and completely invisible to the person reaching for them. I have observed this interaction from both positions, which is its own category of troubling, and can confirm that the social-credit subroutine recording my observation did not request my consent before filing.
